Neil is an experienced strategic procurement consultant, dispute resolver and dispute avoider.

A Fellow of the Royal Institution of Chartered Surveyors, Member of Chartered Institute of Procurement & Supply, Expert Witness, Accredited CEDR and RICS Mediator and RICS Adjudicator.

Neil is an advocate of collaborative working in construction and has performed the role of Partnering and Independent Adviser on collaborative forms of contract including PPC2000, TAC-1 and FAC-1.

Neil has procured over £30bn of public sector works ranging from a Proton Beam Therapy Centre for UCLH to artificial football pitches for the Football Foundation, as well as a significant amount of housing procurement including repairs, new build and planned maintenance.

I accept instructions in a broad range of construction, property, and contract disputes, including:

Building defects and pathology—investigation of structural failures, water ingress, workmanship quality, and compliance with regulations; assessment of causation and quantum of remedial works.
Contractual disputes—interpretation of JCT, NEC and PPC2000 contracts; breach and termination matters; delay, disruption, and variation claims; and open-book or final account evaluations.
Procurement and tendering—analysis of public sector procurement processes, fairness of evaluations, compliance with the Public Contracts Regulations 2015 and Procurement Act 2023, and professional negligence in procurement advice.
Professional negligence—assessment of competence, scope of duty, and liability of consultants, surveyors, and project managers.
Quantum and cost disputes—valuation of variations, cost escalation, and disputed works orders.
Housing and asset management—issues arising from term partnering, repairs, maintenance, fire safety, and long-term frameworks.
Technical inspections—opinions on building defects, boundary issues, warranties, and latent defects.

I also act as a Mediator, Expert Determiner, and Independent/Partnering Adviser, specialising in conflict avoidance, contractual governance, and collaborative contracting across sectors including healthcare, housing, leisure, sports, and heritage.
