Luis is an experienced delay and project management expert and chartered construction manager with over 25 years’ experience within the construction industry on a wide range of projects in the public and private sectors.

Having worked as a business unit director in the defence and global public sectors, managing key client accounts such as the UK’s Foreign and Commonwealth Office and Department for International Development, the United Nations and NATO.

Luis is recognised in Who’s Who Legal (Lexology) Recommended Expert in the category of Construction – Quantum, Delay & Technical Experts in 2023 and 2025 as well as Who’s Who Legal (Lexology) Recommended Consulting Experts in 2024.

Luis has worked as an independent expert for several well-known consultancies, regularly instructed to provide an expert opinion on project and construction management matters as well as matters relating to the analysis of project delays.

He has testifying experience and prepares independent expert reports, preliminary advisory notes for arbitrations, adjudications and court proceedings, supporting the client’s legal team in the production of pleadings and memorials.
