Alan Borrowman is Managing Consultant at PDQ Scotland Ltd, a Chartered Chemical Engineer and Fellow of the UK Institution of Chemical Engineers.

Established in 2007 to provide specialist HSE, engineering and support services for international oil and gas clients, it provides technical risk assessments on concept proposals, design safety audits and incident investigations.

Alan also provides expert witness services for process design and process safety aspects of contractual disputes, accident investigation, design validation and due diligence.

He has provided written and oral evidence to an arbitration hearing at the International Centre For Dispute Resolution in New York, and to the High Court (Technology and Construction) in London.

He has gained experience at a senior level in process design, operations, safety and environmental engineering, and risk management, and has managed complex capital projects; specifically:

  • 20 years designing and project managing chemical plants and secondary production facilities in pharma.
  • 33 years of process safety engineering and consultancy in oil and gas production and processing (both onshore and offshore).
  • Time spent in engineering management in the cosmetics and nuclear industries.
  • Experienced in process risk assessment techniques such as HAZOP study.
  • Trainer in Process Safety Management & Engineering Applications.
