Phil has been trained as Drug Expert Witness since 2018 and up until his very recent retirement in January 2025, he was a police officer for 27 years.
He was embedded within multiple pro-active units investigating drug offences from simple street dealing to those who engage in the complexities of importation.
This has provided him with an up-to-date detailed understanding of the illicit drugs market, which has allowed him to provide advice and subsequent independent and impartial expert reports, in over 575 cases.
Phil has attended Magistrates and Crown Courts on numerous occasions to give live oral evidence.
He retired whilst employed as a full time Drug Expert Witness, peer reviewing fellow expert reports, providing training for those involved in presumptive drug testing and conducting force wide drug training to new recruits.
Phil has an extensive knowledge of how drugs are used, supplied, and packaged across the UK and is able to interpret the coded language used within text messages and decipher ledgers and associated documentation.
He has attended multiple Cannabis grows from windowsill to farm buildings containing thousands of plants and understands the viability of these grows and their potential yields.
Phil has attended music festivals for the last 10 years offering advice to event organisers on all matters relating to illicit drugs and potential offences.
Having successfully passed his Level 2 Drug Expert Witness course relating to County Lines & Exploitation in 2019 and the Level 2 Organised Crime and Drug Trafficking course in 2023, Phil went on to be the County Lines lead within the Serious and Organised Crime Unit.
